The idea of adapting rockers to the bottom of a chair may have come from rockers that were used on baby cradles.  It is not clear exactly when Windsor rocking chairs were first developed.  Frequently, rockers were attached to existing chairs to make them into rocking chairs.  Others were installed when the chair was built initially.
